A recent scholarly article covers outreach mechanisms to increase the use of access to justice technology at the 30th District Court in Highland Park, Michigan.

The 30th District Court has used Matterhorn online dispute resolution for online traffic ticket and warrant resolution since 2015. The research addresses take up (use) of the online platform for warrant resolution. The article has been be published in the March issue of theĀ Journal of Institutional and Theoretical Economics.
J.J. Prescott is the Matterhorn Founder and a professor at the University of Michigan Law School. Prescott and the 3oth District Court tested methods to communicate to potential beneficiaries on the availability of an online warrant resolution platform.
The paper examines:
- targeted outreach (phone calls and direct mail)
- broad communications (fliers)
- outreach to support organizations (religious, social-service, and employment organizations).
All outreach methods increase uptake, some more strongly than others. The direct and targeted outreach (#1) provides the strongest increase in uptake.
